Each member of the board of directors makes up the decision-making authority for the Medical-Surgical Nursing Certification Board (MSNCB). They manage the business and affairs of MSNCB, including determining policy, managing financials, and defining strategic direction.
On an operational basis, the board develops, executes, and oversees MSNCB’s organizational goals. All directors must understand, uphold, and support the mission, vision, values, bylaws, and policies of MSNCB.

President
Jessica Tully, DNP, RN, CMSRN, CNML, CENP
Dr. Jessica Tully has been a Registered Nurse for over 19 years. She has worked at Midland Memorial Hospital over 16 years and is currently the Medical/Surgical Division Director. Jessica is certified in medical-surgical nursing, nurse management and leadership, and executive nursing practice.
She is an active member of several nursing associations and organizations. In addition to her current role with MSNCB, Jessica has served on the Hospice of Midland and the Permian Basin Great 25 Nurses. She has a passion to work closely with outstanding medical-surgical clinicians to ensure exceptional care. Jessica is married to Midland Fire Assistant Chief Michael Tully and has two children, Caden and Rylee.

Courtney Lykins, MSN, RN, CMSRN
Courtney is a Nurse Professional Development Practitioner at PennState Health Holy Spirit hospital. She has a diverse professional background with medical-surgical, cardiac telemetry, and post-surgical clinical specialties in addition to nursing education and nurse leadership. Courtney received her Master’s degree with a focus in Nursing Education from Robert Morris University and has been certified as a medical-surgical registered nurse since 2014.

Cindy Frazer, MSN, RN, CMSRN, CNE
Cindy began her nearly 40-year nursing career in the USAF. She has experience in several nursing specialties, including labor and delivery, pediatrics, school nursing, infection control, and utilization review, but settled into the specialty of medical-surgical nursing.
She has 14 years of experience as a nurse educator, teaching medical-surgical nursing specifically. Cindy has been certified both as a CMSRN and as a Certified Nurse Educator (CEN), since 2009.
Secretary
Mindy Lawson, M.Ed., BSN, RN, CMSRN, CPHQ
Mindy has a BA in psychology and a Master of Education from the University of South Alabama and began her career as a primary educator. Mindy earned her BSN in 2009 and has since obtained experience in a variety of inpatient and outpatient specialties. Her most recent clinical experience in direct patient care, and subsequently a leadership position was in a medical-surgical unit.
During her time in the medical-surgical unit, Mindy was involved in establishing Shared Governance in her facility. This foundation in medical-surgical nursing has significantly influenced her current position in quality, where she leads initiatives to support high quality and safe care for all patients. Mindy earned her CMSRN credential in 2019.

Hannie Yu, MSN, RN, CMSRN, NPD-BC
Hannie, a Registered Nurse with three decades of experience, began her career in 1994 by obtaining a BSN from Central Philippine University. Throughout her career, she has focused on medical-surgical nursing with a concentration on oncology and wound care. In 2016, she earned a master’s degree in nursing (Education) from Gonzaga University. She has maintained her certification as a medical-surgical registered nurse since 2012.
Hannie has worked for different nursing facilities including her current workplace, Valley Medical Center, which she has been at for over 13 years. For the past six years, she has served as a clinical nurse educator specializing in medical-surgical nursing. She is also credentialed with the ANCC Nursing Professional Development Board Certification. She recently completed a year-long commitment with the Association for Nursing Professional Development (ANPD) Evidence-Based Practice (EBP) Academy which culminated with a poster presentation in the ANPD Convention held in April 2025. Hannie continuously develops education curricula that cater to the needs of the nurses and nursing assistants she supports, incorporating technology and programs to keep the content fresh and engaging for adult learners. She advocates for professional growth and clinical competency among nurses and mentors them to pursue specialty certification in medical-surgical nursing.

Blaise Nieve, PhD, PhD, RN, CMSRN, NEA-BC
Blaise Nieve is a registered nurse with certifications as a Certified Medical-Surgical Registered Nurse (CMSRN) and as a Nurse Executive Advanced – Board Certified (NEA-BC). With over a decade of experience spanning the Philippines, the United Kingdom, and the United States, his clinical expertise includes renal dialysis, adult medical-surgical nursing, pediatrics, geriatrics, and adult general-medicine step-down care.
As a nurse educator, Blaise has served as a licensure examination reviewer, clinical instructor, RLE supervisor, and Nursing Program Chair in the Philippines. He is currently an adjunct faculty member at the Graduate School - School of Nursing, San Pedro College. In his clinical role, Blaise is a Clinical Nurse IV at Duke University Hospital (DUH), where he is actively engaged in various initiatives as a DUH Geriatric Resource Nurse Champion, a member of the DUH Age-Friendly Health Systems Steering Committee, and a member of the Duke University Health System (DUHS) Nursing Research and Evidence-Based Practice Council. He also serves the community as the Assistant Secretary and Co-Chairman of the Public Relations, Promotions, & Archives Committee for the Philippine Nurses Association of North Carolina.
Blaise holds multiple academic credentials, including a Bachelor of Science in Nursing from San Pedro College, a Master of Arts in Nursing with a specialization in Clinical Management from Davao Doctors College, a Doctor of Philosophy in Education major in Educational Leadership from the University of the Immaculate Conception, and a Doctor of Philosophy in Nursing from San Pedro College.

Lisbeth Votruba, MSN, BSN, RN, CAVRN
As a third-generation nurse, Lisbeth Votruba believes she has a duty to give back to the community and the profession. She completed her BSN at San Francisco State University and her MSN at Columbia University in New York. She has 29 years of healthcare experience with nine years as an industry nurse executive in telehealth. She is a pioneer in virtual sitting and has a vision to revolutionize inpatient care delivery through virtual care. She is a nurse "intrapreneur," committed to continuous improvement of healthcare and the diffusion of new technologies to drive patient and staff safety. She has been recognized as one of Becker’s “Patient Safety Experts to Know” in 2023 and 2024, and has published multiple research articles on technology and patient safety.

Matt Turner
Dr. Matt Turner is a licensed psychologist that has worked in private practice and in the school settings. He has an extensive background in assessment and organizational leadership. He is the owner of Revolution Assessment, Management, & Consulting (Revolution AMC), a firm designed to assist organizations with research and credentialing needs. In this role, he facilitates the development, improvement, and management of ongoing operation of examinations and credentialing programs. He has broad regulation and credentialing experience, having directed the development of examinations both in the US and internationally including the Psychology Licensing Exam (EPPP). He is excited to provide both a certification perspective and health services consumer perspective to the Board.
Emerging Professional
Alyssa Denning, BS, BSN, RN
Alyssa Denning is a dynamic leader who consistently seeks out meaningful opportunities for professional growth in her working environment. She enjoys teaching new graduate nurses and inspiring their confidence in the clinical setting. After working in a high acuity medical-surgical unit for over a year, Alyssa currently practices as a cardiothoracic intensive care nurse at St. Joseph’s Hospital and Medical Center (SJHMC) in Phoenix, AZ.
Alyssa is a DAISY award recipient and active member of the Academy of Medical-Surgical Nurses (AMSN) and the American Association of Critical Care Nurses (AACN). She is working toward a dual specialty certification as a Certified Medical-Surgical Registered Nurse (CMSRN) and Critical Care Registered Nurse (CCRN). Alyssa plans to pursue her Doctorate in Nursing Practice (DNP) and become a Certified Registered Nurse Anesthesiologist (CRNA).

Cynthia Rothenberger, DNP, RN, ACNS, BC
Cindy is an Assistant Professor of Nursing at Alvernia University. She teaches in classroom, clinical, and simulation settings in their prelicensure baccalaureate program, with a focus on facilitating active engagement in learning.
Her previous experience includes roles as a clinician and Clinical Nurse Specialist in medical-surgical and maternal-child nursing.
